مخبر الدراسات والبحوث القانونية في ظل تحديات اﻷخطار الكبرى

التعريف بالمخبر، الإطار و الرؤية

تمكن الدراسات و البحوث لموضوع الأخطار الكبرى في جميع أبعادها من التعامل معها على نحو أفضل من طرف كل الشركاء على المستوى الدولي و الوطني، إذ تعد هذه الدراسات و البحوث الأسيسة التي تبنى عليها السياسات الدولية و الوطنية لمواجهة هذه الأخطار في إطار تصور شامل للتنمية المستدامة، كما تعد هذه الدراسات و البحوث مصدرا هاما من مصادر الاقتراح لأدوات تنفيذ هذه السياسات و تقييمها و تقويمها.

في هذا المضمار، أنشئ مخبر الدراسات و البحوث القانونية في ظل تحديات الأخطار الكبرى للإسهام في تقديم فهم معمق لموضوع الأخطار الكبرى من منظور قانوني بالتعاون مع كل الفاعلين المعنيين بهذا الموضوع على المستوى الوطني و الدولي و اقتراح التأطير القانوني الأنسب لهذا الموضوع في مختلف القطاعات المعنية بما يتناسب و السياق الجزائري.         

Présentation du laboratoire, cadre et vision

Les études et recherches sur le thème des dangers majeurs dans toutes leurs dimensions permettent de mieux les prendre en charge par l’ensemble des partenaires aux niveaux international et national, car ces études et recherches sont le socle sur lequel se construisent les politiques internationales et nationales pour faire face à ces dangers dans le cadre d’une vision globale du développement durable. Ces études et recherches sont aussi une source importante de proposition des moyens appropriés de mise en œuvre, d’évaluation et de redressement de ces politiques.

A cet égard, le ‘Laboratoire d’Etudes et de Recherches Juridiques à la Lumière des Enjeux des Dangers Majeurs’ a été créé pour contribuer à apporter une compréhension approfondie de la question des dangers majeurs d’une perspective juridique, en coopération avec tous les acteurs concernés aux niveaux national et international, et de proposer le cadre juridique approprié à cette question dans les différents secteurs concernés et ce, en concordance avec le contexte algérien.

Presentation of the Laboratory, scope and vision

Studies and research on the theme of major dangers in all their dimensions allow for a better management of these dangers by all the stakeholders at international and national levels, because these studies and research are the foundation on which international and national policies are conceived within the framework of an overall vision of sustainable development. These studies and research are also an important source of proposals for appropriate means of implementing, evaluating and redressing these policies.

In this respect, the ‘Laboratory for Legal Studies and Research in the Light of the Challenges of Major Danger’ was created to help provide a thorough understanding of the issue of major dangers from a legal perspective, in cooperation with all concerned actors at the national and international levels, and to propose the appropriate legal framework to this question in the different concerned sectors and this, in accordance with the Algerian context.
