In the modern workplace, implementing a “Health, Safety, and Environment (HSE)” policy has become essential due to the wide range of challenges it addresses. Interest in HSE has grown significantly within companies. First, there is the stricter enforcement of regulations (such as labor laws). Ensuring the physical integrity and safety of employees, as well as protecting the environment, is the responsibility of the employer.
Companies recognize the importance of an HSE policy because its effectiveness helps reduce the risk of accidents and environmental nuisances (affecting the public, water, soil, fauna, and flora). In addition, it offers several advantages:
1-Economic, by minimizing costs related to workplace accidents and occupational illnesses, as well as reducing downtime;
2- Social, through improved social dialogue, internal communication, company image, and long-term sustainability;
3- Occupational well-being, by ensuring good working conditions and a healthy environment.
Thus, integrating the HSE policy into all activities from the design phase helps prevent accidents and catastrophic situations, while promoting social responsibility and economic competitiveness.
Safety is defined as the absence of accidents or unacceptable risks. An accident is the manifestation of a risk that may cause harm to people, facilities, and/or the environment. This manual focuses on developing an HSE policy within professional activities. The purpose of this HSE policy is to implement preventive and protective measures to safeguard the health of employees and the public, as well as to preserve facilities and the environment.
