    يتناول هذا المقياس دراسة وضعية الأقليات في القانون الدولي، خاصة في ظل نقص النصوص القانونية المنظمة لهذه الفئة الضعيفة، كما يتناول التعريف بها، وتناول حقوق وواجباتهم وضمانات حمايتهم.
