A. Notion of international society

1.Definition

“An international society exists when a group of likeminded states ‘conceive themselves to be bound by a common set of rules in their relations with one another, and share in the working of common institutions”. In other words, international society is about the creation and maintenance of shared norms, rules and institutions.1

2. Characteristics:

The international society is characterized by the following characteristics:

1. The main actors of international society are sovereign states.

2. The international society is a decentralized society, and this is due to its structure consisting mainly of sovereign states and not being governed by a central government.

3. In the international society, the judiciary is optional, depending on whether a state chooses to use it or joins an international judicial body and abides by its rules1.
