Education has become a new branch and independent branches of economics and has an important role in achieving high rates of economic growth has also become a form of investing in people and which achieves economic and social returns as it contributed in the formation of the next wealth of the state by increasing the production capacity of its human resources and therefore it is spending on education of the things that are justified due to its contribution to the economic growth which increased doubts about the feasibility of investment in education, particularly in Algeria and after the outbreak of some of the negative unexpected results that resulted from that kind of investment, which has devoted his state attention under the direction the bulk of financial resources for education and universities across the country and is also endured in order to reduce burdens on the entire Algerian citizens by making it free of such negative results which manifested itself in poor efficiency outputs and mismatch between those outputs of educated and between the needs of development and the high cost to the Algerian state and high unemployment rates for graduates and not coping with the rapid technological evolution of the global .
