The study aimed to identify the mechanisms for the value of the results of research in Algeria, and the importance of national programming to search from the perspective of the programming system "countdown" (top down), which can be directed to focus research efforts in the problems of economic and social development of the country. The study depended on the descriptive analytical method. The study main findings indicated that in order for the team of the research project to be successful in its mission, its members should possess personal capabilities such as managerial and leadership skills for project managers. Moreover, they should be able to reward the team members to improve their performance depending on persuasion rather than direct orders.
