Abstract

The objective of the study is to identify the reality of information systems at the department of youth and sports in Constantine, assessment and analysis of its resources in order to reveal the difficulties faced by these systems which limit the effectiveness and efficiency in the provision of appropriate information accurately and timely, also to
give some suggestions that may help to improve the effectiveness of information systems so that they can accomplish their mission in supporting the decisions taken at the department of youth and sports effectively .

The researcher used a variety of sources and references to control all the theoretical aspects of this subject and its paradigm. He also followed the descriptive and analytical approach to address the problem studied, based on the questionnaire as the main tool for collecting data from the study sample consisting of 36 employees at the department of youth
and sport which was followed by an analysis of results by appropriate statistical methods .
The study yielded the following results :

• Despite the availability of computers in the department, they remain insufficient to establish a good information system because data resources, software, networks, people and procedures are not available at the department .
• The current system does not provide information with sufficient
quality .
• Staff is aware that the quality of available information affects the effectiveness of decisions taken at department level .

And on the basis of its findings, the study recommends :
• Senior managers should give more importance to the information system and provide the necessary human resources for its implementation .
• Human resources preparation for training specialists and users .
• Development of a specialized unit in information systems at the department of youth and sports .
