Abstract

ملخص الدراسة :
نهدف من خلال هذه المداخلة إلى معرفة أهمية الثقافة الرقمية كجزء من الثورة التكنو-معلوماتية في تحسين وتطوير المؤسسات العمومية، من خلال الإستفادة من شبكة الأنترنت في تقديم خدمات إلكترونية، بغية عصرنة الإدارة العامة لاسيما في ظل جائحة كوفيد19، التي فرضت على كل القطاعات مواكبة التطور الحاصل في تكنولوجيا المعلومات والإتصالات من جهة، ومواصلة العمل في ظل الأزمة من جهة ثانية، إذ بات من الضروري أن يتلقى موظفو القطاع العام تكوينا معرفيا جيدا حول العمل الإلكتروني وأدواته وآلياته وتطبيقاته العديدة من أجل تحقيق الإعتبارات البرغماتية الثلاث: الجهد، الوقت، والتكلفة.
وفي خضم هذا التطور التكنولوجي، أضحت الرقمنة أمرا أساسيا في القطاع الرياضي الجزائري على غرار باقي القطاعات الحكومية الأخرى، من أجل ترقية خدماته والوصول إلى مرحلة التسيير عن بعد، حيث اتجهت وزارة الشباب والرياضة إلى الانتقال نحو نموذج عمل مبتكر يعتمد على التحول الرقمي في إدارة شؤونها الرياضية.

Abstract:
Through this research we aim to know the importance of digital culture as a part of the info-technology revolution to enhancing and developing public institutions,by making use of the internet to provide electronic services, in order to modernize public administration, especially in light of covid 19, which imposed on all the sectors the development in information and communication technology on the one hand, and continuing to work in light of the crisis on the other hand, as it has become necessary for public sector employees to receive good knowledge training about electronic work, tools, mechanisms and its many applications in order to achieve the three pragmatic considerations: effort, time, and cost.
In the midst of this technological development,digitization has become a fundamental matter in Algerian sports sector, in order to upgrade its services and reach the stage of remote managment , as the ministry of youth and sports has moved towards an innovative work model based on digital transformation in the management of its sports affairs.
