Abstract
الملخص:
تهدف هذه الدراسة الى تسليط الضوء على فشل البنوك المركزية في كبح الأزمات المالية بواسطة الأدوات التقليدية للسياسة النقدية، حيث قامت باستحداث أدوات جديدة قائمة على مبادئ اقتصادية حديثة تدعى التسيير الكمي.
تعتبر سياسة التسيير الكمي أداة غير تقليدية للسياسة النقدية يقوم من خلالها البنك المركزي بإصدار النقود وشراء السندات بهدف زيادة السيولة والتأثير على الاقتصاد الحقيقي والمالي .

Abstract:
This study aims to shed light on the failed of central banks to curb the financial crisis with conventional tools of monetary policy, which developed new tools based on modern economic principles were called quantitative easing.
Quantitative easing policy is a tool of unconventional monetary policy where the central bank issued coins and buy bonds in order to increase liquidity in the economy in the aim of influencing real and financial economy.
