Abstract
Daily life isexperiencingaccelerateddevelopment in the field of information
technologies and modern means of communication. Computers and the Internet
nowoccupy an important place in the lives of citizens.On the other hand, the latter
have contributed to the emergence of numerouscybercrimes, whoseforms have varied
and diverged in their types, which have become a real threat for many countries,
becauseitis a transnational crime.
Algeria, likeother countries, has strived to put in place an integratedlegal
system basedmainly on the penal code and criminalprocedures, and in 2009
itsupporteditwith Law 09-04 whichincludesspecialrules for the prevention and
reduction of crimes related to media and communication technologies, iespecialrules
to fightagainst crimes related to automatic data and information systems.Despite all
the efforts made in this regard, itremainsinsufficient in view of the rapid pace of
technological innovation, which prompts us to present a set of proposalswithin the
framework of thisstudy to contain the obstacles to the fightagainstcybercrime.
