It Remained The Issue Of Economic Development Represents A Major Concern Advanced And Developing Countries A like And Still Occupies Great Important This Issue In Arab Countries As The Main And The Only Option For Liberation From Under Economic Backwardness. In This Sense This Government Intervention Has Become Imperative In Order To Protect Economic Activity And National Income And Achieve Social Justice And That In The Absence Of This Role Under The Economies Of Arab Governments In General To Many Problems Such As Inequality In Income Distribution And Widespread Poverty And Lack Of Access To The Achievement Of Social Justice And Development And Instability The Goals Set By The Governments In Formulation economic Policies Is To Achieve A High And Fast Rates Of Economic Growth And Development Reflects The Basic Needs Of The Community In Response To The Needs Of Individuals Which Do Development On The Basis Of Balance In All Functional Areas Of Operation And development Programs Aimed At Increasing The Effectiveness Of The Participation Of Individuals In Their Community Affairs Local So That Achievement Of This Goal Will Facilitate The Distribution Process In Order To Achieve Social Justice, And Because Of Its Importance, The Distribution Problem Posed And Continues To Pose Seriously On More Than One Level And So We See That The Choice Should Be Directed Toward The Search For A Pattern Of Growth Are Distributed The Results In Order To Achieve A More Equitable Social. And To Ensure The Development Of The Fact That Serving Members Of The Community Seeks To Satisfy The So-Called Idiomatically Public Needs And Achieve Justice .
