Abstract
Public contracts committees are considered one of the most important monitoring methods adopted by the state in managing public money, and from this point of view each municipality establishes an independent contracts committee that works in a deliberative manner, and its decisions are taken by the majority of its members present based on a decided report, and the rapporteur is considered one of the most prominent actors in the governance of the committee’s decisions. Because of its responsibilities when studying the files presented to it, and in view of the very important position of this oversight mission, we sought in our research in this study to highlight the most important powers that the rapporteur enjoys in light of the regulation in force, taking into account the practical reality approaches that require reconsideration of these texts.
