The University of Souk Ahras is devoted to upholding Algerian state rules and regulations, notably Article 65 of the Algerian Constitution (Page 08), which offers free higher education to all persons, regardless of family income.

In accordance with current rules, the University of Souk Ahras permits low-income students to pursue Master’s and Doctoral degrees. In 2024, 2,571 students registered in the Master’s program, including 4 disabled students and 12 students from other countries, while 399 students participated in the Doctoral program.

In 2024, the University of Souk Ahras assisted low-income individuals (and all university students and employees) by providing food (1.2 DZD / 0.007 euros) for students and (1.4 DZD / 0.009 euros) for employees, as well as housing in university residences for students whose residence is 50 km from the university for males and 30 km for females, at a cost of 400 DZD / 2.55 euros per year. The institution also provides buses to carry students to and from the campus, other areas in the city of Souk Ahras, and the university housing for a fee of 135 DZD / 0.86 EUR each year. Additionally, it offers free medical care to resident students.

In 2024, the University of Souk Ahras gave funding to foreign students from low-income or lower-to-middle-income nations, equivalent to what Algerian students got. This involves supplying meals (1.2 DZD / 0.007 euros) and living in university dormitories at a cost of 400 DZD / 2.55 euros per year for six students (one male and five females). The university also provides buses to transport students to and from the university and various neighborhoods of Souk Ahras, as well as university residences, for a fee of 135 DZD / 0.86 euros per year for 5,076 students (3,417 residents – 1,659 external students), in addition to providing free medical services to resident students. Algerian state policy likewise promotes students from low-income nations to attend its colleges.

1.4.1. Local start-up assistance

In accordance with the Ministry of Higher Education and Scientific Research’s directives and under the supervision of the National Coordinating Committee for Innovation and University Business Incubators, the University of Souk Ahras formed a local committee and launched a business incubator dedicated to assisting the startup of financially and socially sustainable businesses through education and related resources. This program is in line with Ministerial Decree No. 1275, which was released on September 27, 2022, and describes the procedures for students of higher education institutions to prepare a graduation project to acquire a university diploma for developing firms.

The University of Souk Ahras’s business incubator helps students with an innovative project label get the money they need for their projects from the National Agency for Support and Development of Entrepreneurship, the National Agency for Microcredit Management, and the National Fund for Financing Startups (ASF).

In 2024, the University of Souk Ahras developed measures to improve access to essential services for everybody, including professors, staff, and students. The University Services Directorate oversees the execution of programs that provide students with health, food, and housing services. The Social Services Committee also focuses on creating programs for academics and staff, allowing them to access health and food services. Furthermore, the University of Souk Ahras inked an agreement with the Provincial Civil Protection Directorate to provide annual first aid training to students.
