الملخص: تهدف هذه الدراسة إلى تسليط الضوء على إحدى أهم التدابير في إصلاح الجماعات المحلية بُغية تحقيق التنمية الشاملة، ويتعلق الأمر بآلية الميزانية التشاركية باعتبارها من أحدث آليات الديمقراطية التشاركية لصنع القرار التنموي المشترك، لا سيما من خلال ما تسمح به للسكان من مشاركة في تخصيص كل أو بعض الموارد العمومية المتوفرة أو إشراكهم في القرارات المتعلقة بهذا التخصيص، ومنه تتسنى مشاركتهم الفعلية في ترتيب الأولويات وتوجيه الأموال العمومية للمشاريع الأكثر استجابة لاحتياجات الإقليم التنموية، لذلك، فللميزانية التشاركية العديد من المزايا والأهداف التي تؤثر بصورة مباشرة أو غير مباشرة على التنمية الشاملة المحلية والوطنية. الكلمات المفتاحية: ميزانية تشاركية؛ ديمقراطية تشاركية؛ القرار المشترك؛ جماعات محلية؛ تنمية شاملة.
Abstract This study aims to shed light on one of the most important measures in reforming local communities in order to achieve comprehensive development. This is related to the participatory budget mechanism as one of the most recent mechanisms of participatory democracy for joint development decision-making. Especially through what it allows the population to participate in allocating all or some of the available public resources, and thus their actual participation in setting priorities and directing public funds to projects that are most responsive to the development needs of the region. Therefore, the participatory budget has many advantages and objectives that directly or indirectly affect the comprehensive local and national development.
