Abstract
Due to the occurrence of many natural disasters such as earthquakes and floods in Algeria, the Algerian legislator intervened in the field of urbanization and issued legal texts and amended existing texts to ensure protection for individuals and property through urban and regional planning tools and regulatory tools and devices.
The urban planning tools are represented in the territorial development plans and the housing and construction plans, which are considered as a safety valve to limit the damages of major natural hazards. In their content, they are proactive plans for the organization of the urban field.
As for the oversight tools and devices charged with prevention and limiting the damages of natural disasters in Algeria, they are represented in the construction contracts and the security and administrative agencies as pre and post control mechanism to control the construction process in accordance with the legal provisions in force.
It is noticeable that despite all these mechanisms, the actual reality reveals the chaos of urbanization, especially in the valleys, slopes, and places exposed to major dangers, and the inability of the state apparatus to put an end to it.
