Abstract

This study explores the role of human capital investment and the enhancement of innovative capabilities in achieving excellence through quality within semi-pharmaceutical institutions in Eastern Algeria. Focusing on recruitment, training, and incentive systems, the research also evaluates innovation outcomes as a measure of innovation capacity. A questionnaire was distributed across 20 institutions in five wilayas (Tébessa, Guelma, Constantine, Annaba, and Souk Ahras), yielding 47 valid responses. Data were analyzed using SPSS (version 23), applying simple and multiple regression techniques. The results reveal that most institutions employ highly qualified personnel and prioritize candidates with strong academic and intellectual profiles. While these organizations tend to follow an imitative innovation strategy, they demonstrate increasing attention to quality improvement. The results confirm a statistically significant relationship between human capital investment and innovation performance, underlining the importance of strategic HR practices in enhancing competitiveness and quality in the semi-pharmaceutical sector.
