Abstract
The study aimed to highlight the impact of information and communication technology (ICT) in its three dimensions (Information technology, communication technology, networking technology) on the development of human resource competencies (knowledge, skills, behaviors) at the level of Algerian banks under study. This study is therefore of a great importance because it addresses the most important topics of the new knowledge economy (Technology and human resources), at the level of the most important sectors, namely the banking sector. Recognizing the importance of the subject; the expected results of the study; and to answer the problem presented; we relied on the descriptive analytical approach in order to describe and analyze the variables of the study, as well as the historical approach with the purpose of studying the most important phases in the evolution of the Algerian banking system. As for the data, they were collected on the basis of an interview with members of the sample, in addition to the questionnaire trageting employees of Algerian public banks, especially at the level of commercial agencies in some wilayas of the country. The study sample consists of (260) employees after excluding 23 forms because they did not fulfill the admission criteria, to analyze the questionnaire data, the researcher used SPSS "version 20" program.
The study revealed a set of results, the most important of which is that the level of adoption of information and communication technology by the Algerian public banks under study is average. While the level of staff competences of employees is high. In addition, the results demonstrated a statistically significant relationship that highlights the impact of ICT adoption in its three dimensions on the development of human resources competences in the Algerian banks under study. On the other hand, the results of the study revealed that there were statistically significant differences in the responses of the study sample members on the level of competences of the employees in the Algerian public banks studied, due to functional variables, with the exception of gender, age, and name of the bank.
